They are building salmon runs. Most of them within 10 miles of my house. I've been wanting to do a bit of salmon fishing but I didn't want to drive an hour to where the next closest runs are.

They have specific locations that are allowed and I'm pretty sure the way they are described in the rules include the culverts. I will double check with someone at fish and game of course.
