Spices used to be rare and expensive. When they became cheap and lost cachet as a signifier of wealth, British aristocracy switched to French style labor-intensive cuisine: pate, gelée, etc.
Then modern industry made many of those processes cheap and easy. So they moved to moral evaluation of food. Similar to Kellogg's theory that spicy or rich food leads to masturbation, British aristocrats decided that only those perverted Italians and Spanish - you know, Catholics - ate spicy food.
Then a couple world wars hit and they implemented rationing. The lesson from WWI was that rationing needed to be fast and universal to be effective. So in WWII they banned import of any "luxury" foods. And they tore up citrus, herb, and spice gardens to replant with local root vegetables. (Oh, did I mention the guy in charge of writing the rationing guidelines had a delicate stomach and only ate bland food? But I'm sure that didn't affect his decisions.)
Once the war was over, Britain was in so much debt that they maintained rationing through the mid-50s, as it was the only way to control the value of their currency.
Long story short, an entire generation grew up on intentionally bland food.
