Probably did that long before Clinton was even out of office. (Or possibly in, at least the WH.)
For one thing, that's only the 40th oligarch. Putin has had ordinary people bumped off too, since about forever. (Like... tens of thousands of Ukrainians in the last year. Or 400 innocent Russians in a false flag operation blamed on Chechnyans, was that before or after Shrub entered the Pink Mansion?)
