Seriously though, just a small piece at 4k and and the same piece at 5k. Are you able to see the difference?

Hmm, thinking it through, if the scaling is happening in hardware after the driver then the screenshot would be captured before that. So would the screenshot of the same region be larger?

Yep, and by more than you intuitively might think:

New Shouldn't "True 4K" be 4096 / 2304, to keep the 16*9 ratio (like all the others in the pic)?
3840 / 2160 = 16 / 9 = 4096 / 2304

I mean, if you only care about the absolute maximum measure, then 4096 * 32 is also "True 4K" -- in one dimension...

(Also, why the fuck is there an idiotic comma thousands separator in "4,096" when there isn't anywhere else? Annoying as Hell.)
