...are that they score 6 points for each goal, with a penalty kick after each score that counts a single point. If a team successully passes the ball to within 40 yards of the goal, they should be allowed to attempt a penalty kick which would be worth 3 points.

Allowing this rule change, we would also need to better equip the players with pads and helmets. Also allow the players to carry the ball and be tackled by their opponents. Last, but not least, the ball should be reshaped to a non-round form, having a point on two ends of the ball and laces.

That should help up the scores. :-)
