Frank's the guy who came up with the at least slightly famous aphorism:

ISTR he was mentioned here just the other week (which at my age is beginning to mean in the last year or three), and it had originally been assumed the aphorism was by the more well-known academic. Wikipedia pages had to be updated, etc. (Or maybe I'm just imagining this all.)
