When peoples' personal cohorts get vaccinated, they will too. Direct, close, peer-pressure works. It's why the German army kept fighting after it had been clear for years they were going to lose (I'm fighting for my platoon, buddies, etc.)...

Mandates + meet people where they are, with people they trust + respected cohort pressure + fighting the disinformation + rewards + future sticks + ...

New around here they are using churches as innoculation sites
people trust their church buddies, pastors health care workers than they trust the government.
