A few major versions of Android ago, they added a feature for the OS to munt the notifications of apps, instead of having to figure out how the app does it. A good idea for those apps which insist on making a notification with no way to turn if off, but it means apps are starting to defer to the OS controls and have no UI of their own.

IMO, Google need to much more aggressively enforce apps having their own notification settings.
