There are two basic groups of people who are The Problem:

1. Chinese people (because there's so many of them)
2. American people (because there are not quite so many of them, but they emit/consume so much more than anyone else on the planet; whilst others, such as .AU and .SA, emit more per capita, they're much smaller populations)

For example, the US emits nearly twice as much as the entire EU, despite being only about 75% of size by population.

Everyone else still needs to do their part, but until .CN and .US get their shit together, it won't make much difference.
