You're misinterpreting that.
It's widely reported that some/many of Trump's tweets are transcribed and posted by staff. It's totally believable that he would dictate a tweet saying "we're pulling dependents out of ROK" and expect someone to post it, and it not getting posted because people realize how dangerous it is.
