Describes the papers he intended to release shortly after the Pentagon Papers.
He describes the actual "War Plan" du that jour, whereby every Soviet, Chinese city would be obliterated
(this before "Nuclear Winter" had been copped-to.)

Their est. of 600M dead was later seen to be an underestimate (they didn't include "fires" / maelstroms in every city etc.) Ergo the ONE BILLION == ~1/3 of homo-saps then.
