Now you start getting into explicit distinctions and exclusion written into the Constitution and how those interact with developments which came much later. Even with that, I don't think there is any doubt the reservations are US dominions.

Tribal cops have to hand felonies over to feds who mostly don't give a shit. Ugly nightmare always look out for number one and don't step in number two
