Actual transfer was on December 31, 1999. Still, US jurisdiction (and even US military base) and US proper could be argued to be different. George Washington wasn't born in the United States, either!!11 All presidents born after 1787, except for Chester Arthur and Barack Obama, met the “natural born Citizen” criteria, i.e., born on U.S. soil to a mother and father who were themselves U.S. citizens at the time of the President’s birth. :-/ Seriously, it's entertaining for Cruz to have to be subject of this rigmarole, given his policy statements and actions in the Senate, but if he wins the nomination I don't think he will have difficulty claiming to be a "natural born" American. Now you start getting into explicit distinctions and exclusion written into the Constitution and how those interact with developments which came much later. Even with that, I don't think there is any doubt the reservations are US dominions.

I don't know what SCOTUS ruled. but administrations and the military acted as if they were not on US territory. During WW-II all mail between US and Europe went through Bermuda where "censors" read it in violation of the 4th Amendment of the Constitution.
