The trend is good. When I left Georgia (mid '70s) there were literally almost no blacks in the county. There were occasional stories in the news about a black family trying to move there, and the troubles they faced. There's about 6400 now (out of ~ 200,000 people total).
I still don't see how the Mexican flag applies to the topic though. ;-)
