Interesting.
I get 18 down 2 up here at work which is pretty much ADSL2+ when I'm sure were have a big fibre link. Must try it at home; speedtest said that was 13 down 512kpbs (IIRC) up.

I am convinced most/all ISPs optimize routes to sites like this
Actual "traffic prioritized" sites rarely hit the theoretical max.

Oh, I dunno.
I can max my 100Mbps connection with downloads from MS, NVidia, Steam, Origin, etc.
