Not always.
Our salespeople and customer support reps use it as a way to validate the person on the other end of the line and give them a few seconds to make sure they think of a good answer with all of the information the asker needs. Regards, -scott Welcome to Rivendell, Mr. Anderson. |

It's short for, "You are absolutely nuts. But, you're also scary so I won't say that directly. Instead, I'll pretend to answer your inane question by changing the subject completely in the hope and expectation that you won't notice." |
