New Really?
I never would have thought that. But, of course, you're right:

(c) Receive from the home club a supply of regulation baseballs, the number and make to be certified to the home club by the league president. The umpire shall inspect the baseballs and ensure they are regulation baseballs and that they are properly rubbed so that the gloss is removed. The umpire shall be the sole judge of the fitness of the balls to be used in the game;
(d) Be assured by the home club that at least one dozen regulation reserve balls are immediately available for use if required;

Interesting. But the system invites abuse. Something better is needed. (E.g. the commissioner ships balls in care of the umpire to the stadium before every game.)

Cheers,
Scott.
New The Rockies would love that
They had to build a humidor to store the balls because the dry air in Denver changes the flight characteristics. Home runs were a dime a dozen until the change. Not sure if there are any other regional exceptions.

An ump would pretty much need to brood on the balls until they're needed.

New I thought it was the thin air
Did the dryness make the hide on the balls harder or something?

New Harder, lighter, smaller and slippery
http://www.popsci.com/entertainment-amp-gaming/article/2008-11/why-do-colorado-rockies-keep-their-baseballs-humidor
According to a 2004 study by physicist David Kagan of California State University at Chico, keeping the balls at 50 percent relative humidity lowers their coefficient of restitution, a.k.a. bounciness. This means that the balls don't bounce off the bat as powerfully as dried-out ones do.

The slipperyness may be most to blame according to the pitchers.

and a good bit of conspiracy to boot:
http://m.mlb.com/news/article/15079018/
TV footage that went viral caught Giants ace Tim Lincecum profanely expressing suspicions about one of the balls he rejected in the sixth inning Friday night -- as he was throwing perfect ball for seven of his eight innings in a 2-1 victory over the Rockies. The Giants had already expressed concerns in a call to MLB prior to this series, although they said they didn't file an official complaint.

"They definitely called us on this," Pat Courtney, MLB senior vice president of public relations, said on Saturday. "That's why we made the changes we did."

Umpires will witness the balls being removed from "the humidor," the temperature- and atmospheric pressure-controlled chamber; watch them as they're taken to the field; and be able to see them at all times. The baseballs have been kept in a bag near the Rockies' dugout during play.

So the umps are now sitting on the balls at Coors Field. Didn't realize that.
