Either a totally new window object or a new layer on the bottom frame. Heck, NS would have you using signed scripts just to resize a window if they could.

New Options:
createPopup() in IE 5.5, or just put the menu layer in the lower frame. I think we're going to go with the second option because it works in IE 5.0. At least it isn't an applet.
