Wrong way again
If you want to get it into dvi, then start with TeX and produce everything from that.
You might be able to produce decent TeX from HTML.
But ps has already lost so much general information that it is practically impossible to make a decent conversion to anything else. (Even extracting plain text from ps is a callenge.)
