There's money involved. They sell licenses for blasting birds. They are still arguing whether the same license one would get to shoot up a school would apply to a theater or an office or a town square and whether or not there should be a bag limit.
The birds are figured out and they're making money. You can't go around cluttering the field when they are still trying to figure out how to monetize the reduction of superfluous citizens.
