New Framework only at the moment
Shumlin is back and it looks like the GOP will lose even more ground in the Legislature, so things are still on track at the State level. The plan was to use this session to find a workable design and come up with a way to fund it.

First thing will be to implement an ACA exchange but beyond that, things are stuck at the Fed level unless we can get a waiver before 2017.

New Thanks for the update.
You might (read:probably will) run afoul of the federal government. If they let Vermont do this, it will be wildly successful, much more efficient and cheaper than anything the vaunted "private sector" will be providing the rest of us poor schmucks.
