Run as a cooperative, the dairy industry is 90% controlled. I would think the US could solve a 1000 ton shortfall very quickly...but I'm guessing importing butter is something that isn't allowed? Interesting model. Sure, understanding today's complex world of the future is a little like having bees live in your head. But...there they are.
