As to the couple and.. the deaf culture - if one pulls back a little from our individual and automatic idea that "everyone's pretty much like me", maybe it isn't so obvious that this was some hideous decison. Maybe merely a strange one, unappreciated by / incapable of being understood by those who have always 'heard'. If it's selfish to want to maintain the habits & peculiarities of one's Tribe, then how in fact have these folks done much differently than say... those who practise -

the patently religious ritual of circumcision - affecting the sensitivity of the glans penis forever; possibly resulting in the kinds of manic over-stimulation required of the sensory-deprived = that which might even account for the absence of actual erotica in Murica! (for one) and explain - the infantile level of that crap which passes for porn.

If a circumcision results in loss of sensory ability, how could you tell? If it is done on day 8, there is no before after comparison. And being the good little german soldier that I am I have no complaints, and can get stimulated without being touched at all. Sex is 90% mental.
