This doesn't actually block filibusters, rather it blocks another stalling tactic involving throwing endless amendments to a bill. It also lets the Democrats avoid two votes they would like to skip right now.

It's more significant in that it is a change to the procedural rules in the middle of a session. If I'm reading it right, I think the rule change is a good idea but I don't like seeing these things changed in the middle of a session. It should be votes on at the start when rules changes are supposed to be made.
