My two cents is that while a person is in the act of gambling, they are filled with hope. Hope is very powerful. Perhaps if there were other aspects of their lives that promised a similar feeling, the casinos wouldn't be so full.

kiss the ones in Elgin, Joliet, Aurora, Des Plaines and Gary and East Chicago over in Indiana goodbye. People won't need to drive for an hour to get their fix anymore.
