U.S. officials believe recent suicide bombings in Israel were instigated by disaffected loyalists of Palestinian leader Yasser Arafat to sabotage an intelligence-sharing agreement with Israel. Administration officials said Monday that the agreement, aimed at averting terrorist attacks, was worked out by President Bush's Middle East envoy, Anthony Zinni, and Israeli and Palestinian negotiators. It had been expected to be signed last Wednesday. Under the agreement, each side would have revealed what its investigators uncovered about possible attacks. It was originally proposed last year as part of a plan crafted by CIA Director George Tenet to increase trust between the two sides.
