Contracting
terms are built into contracts for many.
While true that billed in 30 in some cases results in companies paying, on average, in say 42 days...going longer in many cases requires negotiating those terms in advance. Also, the "resolution" given of requiring gov contractors to pay in 30 days is already part of the FAR. If you are on a gov contract and the gov pays you in 30, you must pay all subs on the job at 30. Already the law. Sure, understanding today's complex world of the future is a little like having bees live in your head. But...there they are.

This is new?
This is something larger companies have been doing for a zillion years. This is why the WalMarts can sell toilet paper at below cost. They sell it out in 5 days, invest the proceeds in the money market and finally pay the vendor in 120 days - or longer.

I briefly worked for someone like that.
He had very strict terms for those paying him and did cut people off. But he always waited until the final demand for those he owed money to. I wasn't real happy with such duplicity, but then I was just a sysadmin.
