Didn't certain German military personnel get sanctioned for "doing their job" after the war in trials all over policy and actions related to that policy?

What about some of the Japanese after the war?

Oh wait, what about the first first Desert Storm?

What about things right now in the current Afghan and Iranian wars?

... is that it's ripe for abuse. Most of the screeners have to figure out pretty quickly that they're not really doing anything worthwhile.

Give a bunch of poorly-paid, poorly-trained people vast authority over a large, intimidated population, with an apparent mandate of "Be Seen Doing Something" and you've got the Stanford prison experiment.
