but the weird part is...if switch it around to Congress majorities, it then makes no sense at all.
Reagan && Bush I dealt with nothing but Democratic majorities.
Clinton has a Democratic majority at first...then a Republican one...the trends remained the same.
Dubya had a Republican majority for all but his last 2 years. I will admit a trend increase for the last 2 years....but even then, Congress 'controls' the wallet but the President can still always veto. I don't recall off-hand if there were any budget veto-overrides for Dubya.
