I know it's not your graph, but I must pick a nit: No "James Carter" as president. He took the oath as "Jimmy Carter". http://www.youtube.c...tch?v=NUoXXEl8pQc IIRC, presidents have to take the oath under the name on the ballot, and Jimmy almost always went by "Jimmy".

That said, I tend to doubt some values of your chart..I think they rolled in SSN and other aspects to get Clinton's final numbers to appear as they did. Sadly, they don't include 2008 && 2009 numbers for Dubya.

think you need to look at who controls the Congress more than who is the President. Don't know if it changes the picture too much...but they control the wallet, not the President.

but the weird part is...if switch it around to Congress majorities, it then makes no sense at all.

Reagan && Bush I dealt with nothing but Democratic majorities.
Clinton has a Democratic majority at first...then a Republican one...the trends remained the same.
Dubya had a Republican majority for all but his last 2 years. I will admit a trend increase for the last 2 years....but even then, Congress 'controls' the wallet but the President can still always veto. I don't recall off-hand if there were any budget veto-overrides for Dubya.

The President submits the budget to Congress; Congress adds stuff to it.
