Accidents happen. First spill in 33 years? Not bad. An existing containment area just in case? Forethought and good execution.

Sure it sucks, but this shows the difference between having a plan in place, and simply saying that a spill is "unlikely" so you don't need to do anything.

Which is why you put the containment area in place. You know people eventually get complacent. You know someone's going to cut a corner after a long time without an incident. So you put passive measures in place that will backstop the human measures.
