Pretty much every economist has come to the conclusion that job creation will be slow after this depression. Heck, unemployment is actually still rising despite recent increases in the hiring rate, because more people have started looking for work then have been hired.

As for the talking point thing, both sides play that game. The media consultants on both sides realized a long time ago that getting everybody repeating the same things, staying on message and repeating the same things are very important in the saturation sound bite news we get today.
