New IANAL, But this is a blatant violation of monopoly power.
They're forcing AOL to pay for Microsoft advertising, and Compaq says they'll have to go along because of Microsoft's monopoly power.

The DoJ should have a lot of fun with this in the next few months (if Microsoft's lawyers don't do a panic recall (I kind of expect a flat out denial that this was ever said)). If this is not recalled, it looks just plain suicidal to me.

New This seems like a well aimed shot at the foot.
The only thing I can think of here is that someone will be tasked with owning up to making a "mistake" in making this announcement. Maybe even get fired? Nah, never happen.
