I'm all for a little legislative friction, it keeps the government from getting it's fingers in everything. Historically governments meddling in too much is more of a problem then the reverse, but a government that does too little is the problem we have.

We are quickly reaching the point of a government that can't do anything. And in a time when the government need to make some major decisions on finance, taxes, military budgets, ongoing wars, health care, and retirement funds, it's a significant problem.
