Why not?
It sure beats the tattoos or dying their hair? They could also get pointy ears to look like a Vulcan or Elf.
If they get wings, will they be able to fly, or at least flap them? Or will it be something else that is unable to move? Where do they get these things, do they just make them or take them off some animal?
How about a man wanting two sets of family jewels?
Or how about someone who wants a Zaphod, that is an extra arm and an extra head?
I recall from Ripley's that a man had horns put into his head, to look different? Or maybe it was metal beads or something?
I am free now, to choose my own destiny.

They sure know how to make it sound appetising...
The wings were described in the article as "their new hanging, boned flaps of flesh".
Ew! Doesn't that make you just wanna rush out and get some? :)
And what's so bad about hair-dye? Been there, done that. At least it's easy to revert to a natural state should you change your mind (Been there, done that, too :) . Much easier than removing a tattoo.
Anyway, have a good read of the article - it answers almost all your questions.

It depends
if it is just boned flapps of flesh and not the "Angel wings" that many want to get, it might not be worth it?
Hair-dye, nothing wrong with it, but some people use hair-dye. I've seen red, blue, green, purple, and pink hair-dye used before. It is their body and they can do with it what they want. My hair stays its natural color.
