A quick Google on said phrase turns up nothing. The only thing that happened so far was a decision that said they couldn't restrict P2P.
And there is absolutely no need for the idiotic system Comcast is trotting out now. Lots of ISPs the planet over seem to have no problem limiting individuals without clamping the rest of the neighborhood.
I have no problem whatsoever with a cap, as long as it is clearly advertised (i.e you can make a fully informed decision. A free marketeer should not have a problem with that, no?) And here is where things go off the rails. Not only do they not advertise it, just like ATT, they keep digging their own grave by advertising solely on speed and pushing bandwidth hungry applications on a network that clearly can't handle it (and neither does the operator).
