New Law & Order is always bad
Every episode I've ever watched, the real conflict has been between the morally outraged cop and the law. With the morally outraged cop being right, and the partner, boss, judges, etc. who beg for professionalism and respect for the law being misguided persecutors who learn their lessons.

New Wasn't always the case
I have not watched Law and Order recently, but the older ones went out of their way to avoid that sort of simple minded morality. Not every episode involved somebody being morally outraged, and even when there was it wasn't a given that person was right or was going to win.

I can remember one good episode where the cops where morally outraged by a cop killing criminal. This outrage was amplified when McCoy cut a deal with the criminal that largely let him off the hook for the killing, only to see McCoy use the details admitted to in the first deal to nail the criminal for a second killing that otherwise he couldn't pin on the criminal. Leaving the cops upset that the guy got off for killing a cop but having to admit that putting him away was the most important thing.
