Of course if "no building on barrier islands" were to happen, there'd be calls to stop building in places like California due to earthquakes & fires, the midwest due to tornados & flooding, etc.

That helps minimize the bill that taxpayers would pay for people's stupidity. Having the US government pay for large-scale natural disasters is one thing; it's quite another to continue to pay people repeatedly for their stubbornness by living in areas that regularly receive disastrous weather events.
