Apparently bishops can create new priests, so they can form split-off churches. The papacy doesn't like that happening among bishops who have disagreements with church doctrine.

As such, there was pressure to get Williamson and the others back into the Church to have some control over them.

Surely the Pope can make Bishops say anything, right? The Pope is the law in the Catholic Church and one has to do what he says. They're telling Williamson to recant, now.
