I think the election board was right in including every vote, counting the ones that got missed or skipped in the original election. But trying to divine the intent of the voter on the screwed up cards is a mistake.
Of course, the article has a huge slant, focusing on the issue of divining intent when Franken is getting more votes from the inclusion of ballots missed in the original count. But it does appear that the Canvassing Board might have a democratic slant overall.
