I believe it is Florida state law (as in most states) that they must turn in all collected registration forms or they are on the hook. All they can do is flag them as suspicious and leave it to the registrar to throw out the fraudulent ones.

"We don't think this card came through our system" According to the article, "ACORN wasn't active in the Tampa Bay area." Kinda makes you wonder how a registration form ended up in the system with their stamp on it if they weren't active in that area.
