She's a recent (2003) college graduate and apparently very much enthralled by Republican party politics. It's not clear whether she wrote it, but she certainly should know about it.

It's a nonsensical document meant to rally the faithful, IMO. It's also meant to get the attention of the press, and it certainly did that.
