The story says both the woman and her manager raised the issue. How they raised the issue isn't explained. Big difference between official office policy and an off hand comment.

My question would be, if the managers are behind this woman, who is she suing for damages? It sounds like she may be going after the city for damages because her lawyers knows it will be easier to get the city to pay up.
