One wrinkle to the Tata outsourcing: While they're better located, Mexican engineers aren't actually cheaper. Their salaries are 30 percent higher than those in India.


One of India's great advantages was that [link|http://www.indianchild.com/english_in_india.htm|English is widely taught]. Mexico doesn't have that advantage, but proximity to the US may mitigate that.
