Don't have a link, but I was reading an article the other day that explained how, despite it's huge size, it has turned out that it isn't big enough. When it was designed it was assumed that the less important staff positions would be filled by locals, who would be living in the city. As it has turned out though, there are few locals willing to work with the US and those that do often need the protection of living under US guard.
