Perhaps it is the solution to the H1B Visa Worker problem? We got many qualified US citizens out of work in IT and Engineering fields. Many of them have moved on to other forms of work (mostly lower paying) or have been out of work, or like me had been put on disability because of the stress of losing jobs and having stress put on us to quit so they can hire a H1B Visa worker to replace us.

There are many good candidates that simply lack a degree, I hope they get affordable education to earn those degrees and certifications.

New Closing the loopholes is a good thing
Several of the provisions of that bill are worthless puff. But it does seem to close a few loopholes and change a few key provisions.

Fixing the loophole that allowed a company to say it couldn't find any American programmers while only advertising outside the US is the big one.
