In 1999, Matthew Dowd became a symbol of George W. Bush\ufffds early success at positioning himself as a Republican with Democratic appeal.

I thought he had Independent appeal not Democratic appeal. I still don't understand how he could have lived in Texas, worked with the Texas Democrats and still believed George's pledge.
