The whole administrative team is so secretive and convinced of their special status that they don't really feel they have to tell anybody anything. The demands of some pesky court clearly come after the safety of the country. Obviously. A little deception is clearly the necessary means to the proper end...
Then, they don't use e-mail or communications that can leave a trail, so there is no real way to confront them. That leaves a lot of memory faults and nothing interesting.
As far as I can see, this is just a means for them to be able to say "We cooperated and you couldn't prove anything. You're just being negative."
