New VNC is pretty fast..
I was using it with a 10BaseT network and it updated the screen nicely. It does tend to be a net hog though. (100BaseT ought to be better though.)

New With Windows as the server...
...the performance of the installed graphics card makes a significant difference.

This is not the case with UNIX boxes, as they use a different method of transmitting the screen.

Decrease the # of colors that VNC is shipping out.

I used to use it with the colors locked to 8-bit across a 56k modem (other end was on a t3) without much trouble.

New For whatever reason...
I seem to get a much better VNC experience (serving on a Windows box) if my VNC client is on my Mac, rather than my PC. Haven't done any experiments to find out why though - I wouldn't have thought changing clients would have made much difference. Both clients were on a 100Mbps network, the PC client was 700MHz whereas the Mac is 500. Maybe I'm just caught up in the Steve Jobs Reality Distortion Field...
