I've thought about a similar idea for some time, and the hard part is defining outsourcing in a legally enforceable manner.

One thing I came up with that would be easier to do would be import duties based on how close a countries labor laws are to ours. The problem with that is most countries would consider that grounds for a duty war.

What's the difference between a company who decides to relocate from an "expensive, unionized" state to a "cheap, non-unionized" state and one who relocates (outsources) to a different country for the same reason?

Both are a detriment to the existing work force. Both leave highly skilled workers without a job.

I'm talking about international trade. If the product was made in conditions that don't meet minumum federal standards, stop them at the border. Your state wants to do the same at the state border? Well, that'd be hard, seeing as our state borders are open. Guess you'd have to solve that on a state-by-state basis.
